In Nigeria, as in other developing countries, access to training in research ethics is limited, due to weak social, economic, and health infrastructure. The project described in this article was designed to develop the capacity of academic staff of the College of Medicine, University of Ibadan, Nigeria to conduct ethically acceptable research involving human participants.

Research on sexual violence is fraught with ethical and methodological challenges due to its sensitive nature. This paper describes the ethical and methodological challenges encountered in planning and conducting two exploratory studies on sexual violence that included in-depth interviews of eight female adolescent rape survivors in Ibadan and four married women in Lagos Nigeria who were raped, forced to perform sexual acts and sexually deprived. The first challenge encountered was an Institutional Review Board requirement to obtain parental permission from adolescents, (...) when such a requirement may place the adolescent at risk if a parent was a perpetrator of sexual violence. Using arguments emphasizing the Council for International Organization for Medical Sciences guidelines helped convince the IRB to provide a waiver of parental consent. Second, the privacy required to conduct in-depth interviews for rape survivors was difficult to achieve because five of the rape survivors were apprentices who work in public settings which are typically used to conduct business in the informal sector. To overcome this challenge, interviews were conducted in safe locations, investigator's offices and homes of survivors. The culture of silence associated with sexual violence posed a challenge because it encourages perpetration of violence with impunity causing rape survivors to suffer in silence. None of the affected adolescents had sought judicial redress for rape despite availability of stringent punishment for this behaviour. Referral information was provided on where survivors could seek care. Interviews with the women could not be recorded on audio-tapes because of concerns that their partners might identify their voices from the tapes and punish them for this. Although research on sexual violence poses ethical and methodological challenges, it is not only desirable but also feasible to conduct such research in ways that ensure safety of participants. This paper seeks to advance the horizon of Kwasi Wiredu’s philosophical defense of the compatibility of cultural universals and particulars. Wiredu reflects on language, biological identity, inter/intra cultural communication, as well as epistemic and moral fundamentals as cultural universals. In pursuing further Wiredu’s thesis on cultural universals, the present paper critically examines some of the inconsistencies implicit in Wiredu’s position. As a consequence, the paper extends the frontiers of the realm of universals by establishing the plausibility of causality as another (...) instance of a conceptual universal, transcending all cultural particularities. The purpose of this study was to investigate factors contributing to college students’ attitudes towards plagiarism. This study tested a hypothesized model that students’ self-esteem, usage of eBooks, working hours, and understanding of plagiarism policy predicted their subjective norm to plagiarize, which in turn, ultimately predicted their positive and negative attitudes towards plagiarism. The study also examined if students’ demographic characteristics influenced their attitude towards plagiarism. Data collected in an online survey from 90 college students were analyzed using path analysis (...) in AMOS. Results suggested that students who do not understand university plagiarism policy and use eBooks are more likely to plagiarize. The path model achieved the best fit when the paths from eBook usage and understanding of plagiarism policy were indirectly specified to PAP through SNP. The current study contributes to the body of knowledge on the factors that affect students’ attitudes towards plagiarism. This study's findings would enable faculty, policymakers, and college administrators to understand the factors that affect students’ attitude towards plagiarism and formulate and implement appropriate strategies to deter students from plagiarizing. Personhood is an extensively discussed theme in contemporary African philosophy, which has taken metaphysical, epistemological and normative dimensions. In Western philosophical traditions, discourse on personhood is transmuting to debates on transhumanism. Missing in the African philosophical literature is consideration of transhumanism and an explication of the relationship between personhood and transhumanism. In this article, I critically examine the relationship between personhood and transhumanism in an African context. Drawing on Barry Hallen’s African metaphysical account of personhood and Thaddeus Metz’s Afro-communal normative (...) conception of personhood, I argue that while some transhumanist elements are embedded in African normative and ontological conceptions of personhood, some others are not. In the final analysis, I defend an Afrofuturistic account of personhood that is compatible with some censored essentials of transhumanism in African thoughts. In this paper, I attempt a critical assessment of Hallen’s case for reconsidering consensual democracy in Africa and argue that it is unconvincing. In furthering the discourse, I argue against a case for consensual democracy by exposing some other salient problematic aspects of Wiredu’s model of consensual governance. Contra Wiredu and Hallen on non-party consensual governance, I make a case for enriching majoritarian democracy through a fusion of some moral-ontological aspects of indigenous political practices for good governance. The central theses of Oduwole are: first, that Olodumare cannot be exonerated from the philosophical problem of evil for He possesses similar attributes to the theistic God in Judeo-Christian tradition; and second, that the Yoruba hold a strong dialectical principle of Ire and Ibi in their daily world encounters. This paper challenges these positions as inaccurate representations of the Yoruba African understanding of the nature of evil. The question of racial identity in the process and outcome of aesthetic surgery is gaining increasing attention in bioethical discourse. This paper attempts an ethical examination of the racial identity issues involved in aesthetic surgery. Dominant moral values in Western culture are explored in the evaluation of aesthetic surgery. The paper argues that African values are yet to receive the universal attention they arguably deserve especially in the rethinking of values underlying aesthetic surgery as racial transformation. Through a consideration of (...) some moral-aesthetic values in the Yorùbá-African culture, this paper further re-evaluates the ethics of aesthetic surgery. The paper contends against the propagation of aesthetic surgery as a new form of bolstering racial divides and identity in the evolving cosmopolitan age. The position defended in the paper is that some values from Yorùbá-African culture are useful in the consideration of the ethics of aesthetic surgery and more importantly, in avoiding the racial identity bias embedded in aesthetic surgery. The paper concludes that if due consideration is perhaps given to some African moral-aesthetic values in the global aesthetic surgery industry, some of the evolving moral and racial complexities would be better mediated. The aim of this paper is to re-examine the hermeneutic in the ongoing discourse on methodology in African philosophy. The diverse understanding of hermeneutics is not only limited to Western philosophy; in the few decades of its history in African philosophy, hermeneutics has also assumed different meanings. This paper discusses not only the historical evolution and development of hermeneutists in the West, but also the African hermeneutists: Tsenay Serequeberhan, Okonda Okolo, Sophie Oluwole, Raphael Madu, and Bruce Janz. In this paper, I advance Odera Oruka's insights on the ethics of consumerism in order to draw relevant implications of his thoughts on rethinking the problem of obesity. I argue that Oruka's ethics of consumerism and his right to human minimum theory entail some salient ideas that might serve as a better ethical model for reducing the global obesity prevalence. Though Oruka's African moral philosophy is yet to receive universal attention it arguably deserves, the interests of the international and ‘globesity’ (...) community would be better served learning from the contributions of an African moral theory to contemporary bioethical discourse on obesity. Oruka's moral thoughts are by constitution, a deontological and cosmopolitan call for reducing hunger in globalized world, while also indirectly, addressing obesity of the poor. I show the limitations of his ethics of consumerism, and the shortcomings of such ethics in the context of obesity of the poor. Consequently, I develop a neo-Orukan virtue based ethics that is worthy of attention in efforts towards addressing the obesity tide. No such perspective currently exists in the context of obesity; yet the exigent need for one is necessitated by the defects of the libertarian and harm principle approaches in Western bioethical discourse. This paper argues that there is a general absence of democratic theory in African political scholarship in terms of providing the underlying principles, meaning, canons and criteria of democracy in African culture. The paper exposes the conceptual errors implicit in the conflation of democracy as a concept and as practiced in different political systems. Consequently, it contends that an eclectic appraisal of our indigenous democratic values and practices as well as democratic ideas from other cultural traditions can provide a resonant (...) African theory of democracy. The paper concludes that eclecticism is consociational in principle, and can help solve many of the contemporary socio-political problems besetting current democratic experiences in Africa. (shrink)

This paper examines the contribution of Henry Odera Oruka, a Kenyan philosopher, to the discourse on the problem of methodology in African philosophy. It interrogates the veracity of various critical reactions to Oruka’s thesis on philosophic sagacity, as well as his rejoinders to some of them. The paper posits that in spite of the formidable critiques against philosophic sagacity as an approach to African philosophy, there are still some aspects of it worthy of note. The ongoing debate on how best to regulate international commercial surrogacy defies consensus, as the most cogent normative and jurisprudential grounds for and against non-altruistic surrogacy remain controversial. This paper contributes to the debate by focusing on social justice issues arising from transnational, moneymaking surrogacy, with a focus on the Global South. It argues that existing theoretical perspectives on balancing interests, rights, privileges, and resources in the context of cross-border surrogacy—such as cosmopolitanism, communitarianism, liberal feminism, radical feminism, and neorealism—are not (...) sufficient to treat the question of justice underpinning transnational surrogacy in the Global South. An Afro-communal theory of social justice is proposed as an alternative model for addressing the shortcomings in existing global justice theories. Building on Thaddeus Metz’s construction of Afro-communal social theory and a bioethic of communion, this article reveals the fundamental nature of injustices in the Global South surrogacy foray. This approach provides prima facie grounds for making commercial surrogacy more just in the evolving global order. (shrink)

This article is a critique of Thaddeus Metz’s modal relational approach to moral status in African ethics. According to moral relationalism, a being has moral status if it exhibits the capacity for communal relationship as either a subject or an object. While Metz defends a prima facie plausibility of MR as an African account of moral status, this article provides a fresh perspective to the debate on moral status in environmental and ethical discourse. It raises two objections against MR: the (...) capability criterion inherent in MR is not only exogenous to African thought but also undermines the viability of MR; and MR cannot account for the standing of species populations. Both objections have severe implications for biodiversity conservation efforts in Africa and beyond. (shrink)

It is nearly two decades now since the publication of Godfrey Tangwa's article, ‘Bioethics: African Perspective’, without a critical review. His article is important because sequel to its publication in Bioethics, the idea of ‘African bioethics’ started gaining some attention in the international bioethics literature. This paper breaks this relative silence by critically examining Tangwa's claim on the existence of African bioethics. Employing conceptual and critical methods, this paper argues that Tangwa's account of African bioethics has some conceptual, methodic and (...) substantive difficulties, which altogether do not justify the idea of African bioethics, at least for now. Contra Tangwa, this article establishes that while African bioethics remains a future possibility, it is more cogent that current efforts in the name of ‘African bioethics’ be primarily re-intensified towards ‘Healthcare ethics in Africa’. This paper undertakes a philosophical investigation of the implications of the traditional Yoruba understanding of education for the contemporary African quest for development. The paper argues that the Yoruba conception of education is marked bythe underlying philosophical principles of functionalism, moralism and progressivism. These principles, the paper contends, are of great relevance to the quest of contemporary African societies for education that will serve as a catalyst for development.

This chapter investigates the problem of knowledge production on economic poverty in Africa as, largely, an instance of epistemic injustice. It applies Karl Popper’s critical rationalism to the issue of knowledge production on poverty. Methodologies of researches on poverty in Africa subtly promotes intended epistemic injustices against the subjects as the poor are underrepresented in knowledge about them; the experiences of the poor are often ignored, and their epistemic capacity for unearthing the push and pull factors of poverty are greeted (...) with much inferiority, skepticism and contempt. In severing the intersection between researching and reporting poverty in Africa and epistemic injustice, this chapter argues that Popper’s critical rationalism is philosophically indispensable. Popper’s scientific and political thoughts are potent theoretical interventions in addressing the epistemic, methodological, social, moral and political problems of poverty in Africa. The elements of scientific method inquiry, rationality, piecemeal social engineering, liberalism and intellectual openness explicit in Popper’s philosophy are explored, applied and found relevant to promoting poverty research ideals and policy development in Africa and beyond. The chapter concludes on the importance of Popper’s works, which span beyond his time and space, to knowledge about Africa. (shrink)

The question of what constitutes personhood is controversial in Western bioethical literature especially in relation to its implications for healthcare. Godfrey Tangwa explores the traditional African perspective of a person and maintains that it is different totally from the Western perception as there is no dichotomy between a person and a human being in the African context. He defends a conception of personhood as a moral agent rather than a moral patient, which the Western view focuses on. The basic justification (...) he offers in support of his position is the eco-biocommunitarian worldview. This paper seeks to respond to Tangwa by arguing that his positions on person are not only metaphysically superfluous; they are also ethically incoherent. This paper argues that Tangwa’s theses on “the traditional African perception of a person” are inaccurate representations and misapprehension of the common notion of personhood in sub-Saharan Africa. In reconstructing an African concept of personhood, this paper explores its plausible implications for global clinical bioethics relevance. (shrink)

Focusing on black communities in Africa, in this paper, I attempt an African bioethico-aesthetic deconstruction of the falsehood in colorist definitions of beauty purveyed by the migration of non-surgical cosmetics to Africa. I provide a novel ethical evaluation of the act of skin bleaching using principles of the African ethic of communion. I argue that skin bleaching is morally wrong to the extent that it promotes disharmonious relations and false identity in the beauty industry in Africa. Drawing on scientific studies (...) that link toxic ingredients in many skin-bleaching products to adverse health effects, I discuss the public health impact of bleaching cosmetics and other problems occasioned by their strategic expansion into African markets. I propose that there is an urgent need for a relational ethic of polycentric governance that would harmoniously regulate the production and distribution of cosmetic products across regions in order to avoid the exploitation of consumers in black African societies, while also protecting consumers’ right to make informed choices through education. In this biographical essay, I survey the life and time of Sophie Abosede Olayemi Oluwole as a student, scholar and researcher in African philosophy. I show how she emerged as one of the first women to obtain a PhD and subsequently attained the rank of professor of African philosophy in Africa. I show that it was J.B. Danquah who first introduced her to African philosophy which was later to become the main focus of her research. I argue that in the (...) course of a research inAfrican philosophy spanning almost four decades, Oluwole gave the most incisive philosophical interpretation of the Yoruba Ifa Corpus which climaxed in her comparison of Greek Socrates and Yoruba Ò ̣rúnmìlà. Employing the method of conversational thinking, I will discuss Oluwole’s works in African philosophy and conclude by contending that due to her work on Ifa corpus, Oluwole can be credited with the discovery of what is now known and studied as ancient Yorubaphilosophy. Resumo: Ao longo do tempo, tem-se discutido a necessidade de separar a religião da política para não tornar frustrados os nobres objetivos de ambos os fenômenos. Enquanto isso, o inverso tem acontecido e, apesar do fato de a constituição nigeriana proclamar a Nigéria como um estado secular, a religião continua a lançar uma sombra sinistra sobre a governança do país e suas relações de poder inerentes. A religião tornou-se ainda mais uma ferramenta com a qual as pessoas buscam o poder (...) político. Este estudo, portanto, é uma tentativa de examinar a interação entre religião e política dentro da arquitetura de poder do Estado nigeriano. A dimensão que a interação assume faz parte do interesse desta pesquisa, assim como as implicações políticas e de desenvolvimento da politização da religião para o governo, na Nigéria. Para conseguir isso, o trabalho utiliza dados primários e secundários, adotando uma abordagem de análise de conteúdo em sua análise. Descobertas e análises expõem, claramente, as complexidades religiosas dos políticos em seu desespero para vencer e manter seu domínio do poder político por todos os meios, incluindo a manipulação da religião para fins políticos pessoais. As implicações disso, conforme revelado pelos fatos, são a produção de uma safra manipuladora de líderes no governo e a criação de uma crise religiosa artificial entre adeptos de diferentes crenças religiosas. Purpose In considering the ubiquity of information systems and the increasingly important role served in modern business and service delivery, social media if properly leveraged gives potential competitive advantage to a company in its respective industry. With Paramount Web Nigeria Ltd. as a case study, this paper aims to focus on the important aspects of adopting social media as an IS such as data privacy principles and the role of social media in the context of a small internet service company. (...) Design/methodology/approach Relevant research information was relied upon to highlight the various factors involved with adopting social media as an IS. Findings Data handling and privacy policies must also be considered and properly devised if the concerned company is to effectively adopt social media as an IS. Decision-making tools such as SWOT analysis and the quality triangle are vital during the planning stages of deploying an IS. Research limitations/implications Research papers on aspects of social media as an IS especially in West African academia has been lacking. The challenge is in contextual information related to similar topics. Practical implications Findings detailed in this paper will serve to provide a better understanding of the important factors to be considered when adapting a new IS to an existing business. The perception of two key stakeholders such as policymakers and scientists on genetic modification (GM) technology was examined in Ghana and Nigeria using semi-structured interviews. A total sample of 20 policymakers (16 at ministries and 4 at parliament/cabinet) and 58 scientists (43 at research institutes and 15 at universities) participated at the interviews. This study revealed respondents perspectives on potential benefits and risks of GM technology, status and development of biosafety regulatory frameworks, role of science and technology innovation in agricultural (...) development, intellectual property right and related issues. The study also shed some light on a possible influence of the European Union and United States in the development and potential adoption of GM technology. More importantly, the article suggests that most respondents including policymakers believe that GM technology has great potential to solve part of agricultural problems in both countries. But, lack of appropriate regulatory framework, lack of trained personnel, weak institutions and poor equipped laboratory among others represent a significant challenge in introducing GM technology in this part of Africa. There have been debates across the globe for a social and culturally sensitive ethics to meditate a catalyst of template for informed consent (IC) in the conduct of social researches and clinical trial. The study adopted ethical relativism theory to explore social and cultural contingencies on IC with descriptive research design and snowball sampling techniques with a pool of 23 participants randomly and purposively selected amongst the stakeholders including researchers. Seven lecturers and 5 medical practitioners from selected universities, 5 clergy (...) members of different genders and denominations with 2 Imams, 1 chief and 2 traditional health practitioners completing the pool. The data were compiled separately with pseudonym to maintain the anonymity of the participants and content analysed thematically to probe awareness, understanding, patriarchy and religious dimensions on IC. The paper argued that ethics and law regulations must be strengthened to leverage on different individual values, norms and social indices. The paper concluded and suggested that researchers can avoid and resolve ethical dilemmas and maintain research regularity when ethical obligations are well understood and strictly adhered to, and to develop the Informed Consent Evaluation Feedback Tool (ICEFbT) with oversight function from Institution Review Board (IRB) in the universities and research institutes before the commencement of research and/or medical procedures. In Hausa worldview, Peaceful living is conceived as the chief goal of life. Zaman Lafiya is that which determines goodness or badness of actions and practices. Everything, including morality, life, death and the afterlife is construed as being good or bad with reference to Zaman Lafiya. So, for instance, no matter the gravity of one’s wrongful conducts, it is not justified to punish him, except when punishing him does contribute to the consolidation/realization/attainment of Zaman Lafiya. This paper investigates the Hausa (...) culture and belief system, especially the aspect of punishment alongside the actions that are thought of as being grave to warrant evil punishment such as the death penalty. With the aid of some Hausa proverbs and the African notion of relationality, it would demonstrate how a conversation of metaphysical nature is sparked among such realities/constructs as morality, life, evil, death and the afterlife. More involvement of sub-Saharan African countries in biomedical studies, specifically in genetic research, is needed to advance individualized medicine that will benefit non-European populations. Missing infrastructure, cultural and religious beliefs as well as lack of understanding of research benefits can pose a challenge to recruitment. Here we describe recruitment efforts for a large genetic study requiring three-generation pedigrees within the Yoruba homelands of Nigeria. The aim of the study was to identify genes responsible for keloids, a wound healing disorder. This study investigated assessment of e-learning resources utilization by students of tertiary institutions in Katsina State. The descriptive survey design was adopted for this study. Three hundred and eighty-one students of tertiary institutions in Katsina State were randomly selected for the study. A researchers’ designed questionnaire titled “Utilization of E-learning Resources Questionnaire” with a Cronbach’s Alpha reliability coefficient of 0.85 was used to collect data. frequency, percentage, mean, t-test and ANOVA statistics were used to analyse the data collected. Findings revealed (...) that there is no significant difference in the e-learning utilization by students of tertiary institutions in Katsina State based on gender and agebut there is significant difference based on class levels and institutions. It was recommended that Nigerian tertiary institutions general studies curriculum should be re-designed to include e-learning utilization training to help the students understand how they can utilize e-learning resources. This paper describes a three-year project designed to build the capacity of members of research ethics committes to perform their roles and responsibilities efficiently and effectively. The project participants were made up of a cross-section of the membership of 13 Research Ethics Committees (RECs) functioning in Nigeria. They received training to develop their capacity to evaluate research protocols, monitor trial implementation, provide constructive input to trial staff, and assess the trial's success in promoting community engagement in the research. Following the (...) training, technical assistance was provided to participants on an ongoing basis and the project's impacts were assessed quantitatively and qualitatively. Results indicate that sustained investment in capacity building efforts (including training, ongoing technical assistance, and the provision of multiple tools) improved the participants’ knowledge of both the ethical principles relevant to biomedical research and how effective REC should function. Such investment was also shown to have a positive impact on the knowledge levels of other RECs members (those who did not receive training) and the overall operations of the RECs to which the participants belonged. Building the capacity of REC members to fulfill their roles effectively requires sustained effort and investment and pays off by enabling RECs to fulfill their essential mission of ensuring that trials are conducted safely and ethically. In “Personhood in a Transhumanist Context: An African Perspective”, Ademola K. Fayemi advocates for a kind of Afro-communitarian theory of transhumanism that is compatible with the Afro-communitarian idea of personhood. In this paper, I examine Fayemi’s account of transhumanism - in particular, his Afrofuturistic account of personhood. Against his Afrofuturistic account of personhood, I argue that enhancing personhood is more plausibly viewed in terms of what I call ‘technologized personhood’ and that even if such a technologized personhood contributes to (...) the common good, this would not support the moral permissibility of transhumanism from an Afro-communitarian standpoint. I will deploy Ifeanyi Menkiti’s account of personhood to contend with the view that such a technologized personhood would have a great implication for the Afro-normative conception of personhood in the transhumanist future. ‘Jason…chosen leader because his superior declines the honour, subordinate to his comrades, except once, in every trial of strength, skill, or courage, a great warrior only with the help of magical charms, jealous of honour but incapable of asserting it, passive in the face of crisis, timid and confused before trouble, tearful at insult, easily despondent, gracefully treacherous in his dealings with the love-sick Medea but cowering before her later threats and curses, coldly efficient in the time-serving murder of an (...) unsuspecting child , reluctant even in marriage.’ So Carspecken put the case against Jason's heroism. In the face of such an indictment, Lawall's plea in mitigation, ‘it must be admitted that [Jason] often reveals the qualities of a true gentleman’, seems somehow inadequate. Criticism since Carspecken has found various overlapping categories for Jason which both take account of the earlier negative judgements and preserve the centrality of his ‘personality’ and character in the poem: Jason is the quiet diplomat who works through consensus rather than force, his is a heroism of sex-appeal, he is an anti-hero, the embodiment of Sceptic ‘suspension of judgement’, or, alternatively, he is ‘one of us’, credible and lifelike. This paper explores the contradiction of positing the existence of a God who is at once omnipotent and not omnipotent in respect of his power that arises in the thought of two African philosophers of religion, John A.I. Bewaji and Ademola Kazeem Fayemi who accept the limitation thesis that projects a limited God and deny the legitimacy of the transcendence view in Yoruba and, by extension, African thought. I demonstrate in this paper that the contradiction arises from the fact (...) that while Bewaji and Fayemi explicitly deny the legitimacy of the transcendence view in Yoruba and, by extension, African thought, they implicitly accept the view and unwittingly and illegitimately attempt to reconcile the conflicting views through the analysis of the notions of God’s creatorship, co-creatorship, and controllership. I conclude by recommending that instead of attempting to reconcile the antinomy of God’s existence in African philosophy of religion, African philosophers should acknowledge the legitimacy of the two conflicting theses constituting the antinomy and, accordingly, sustain logical consistency by strictly thinking within either the framework of limitedness or the framework of transcendence.
